Summary Policy on Anti-Social Behaviour

This statement outlines our policy on anti social behaviour (ASB). Our statement of procedures details how to report ASB and what you can expect from RHT.

The strategic context

The Board has agreed the ASB policy which focuses on the following areas:

Examples of ASB include:

  • noise nuisance
  • intimidation and harassment
  • the fouling of public areas
  • aggressive and threatening behaviour and language
  • actual violence against people and property
  • hate behaviour that targets members of identified groups because of their perceived differences
  • using homes to sell drugs, or for other unlawful purposes

Obligations of Residents

  • not to cause a nuisance, or let the family, friends or relatives cause a nuisance by making too much noise
  • not to cause a nuisance, or let the family, friends or relatives cause a nuisance by harassing anyone. For example, residents are personally responsible for the conduct of their children
  • not to be involved in criminal activity
  • not to damage the property and to return it to RHT in a good condition when they leave
  • to dispose of all household rubbish in the appropriate bins provided
  • to dispose of all other rubbish, furniture, white goods etc appropriately and not to dump it on the estate
  • to ensure permission to keep pets is granted and that they are kept under control, do not make a mess, cause a nuisance or damage to the area and are kept pest-free

How does RHT deal with ASB?

Breaches of such behaviour will not be tolerated by RHT and the policy describes the actions and remedies available to the RHT and the procedures will detail target times and monitoring of these activities.

RHT works with multi-agency forums including the Torbay Housing Partnership, Anti Social Behaviour Task Force, Police, Social Services and the Local Authority.

RHT is a member of information sharing protocols and by works in the community to tackle the complex problems that face some residents

Our response to ASB will be proportionate depending on the factors listed in the section above. Our intention is to deal firmly but fairly with ASB to deter such behaviour and to encourage others to come forward as witnesses.

Preventative Measures

RHT is committed to educating residents about both their and our responsibilities regarding ASB and carrying out early intervention where necessary.

We work with the Torbay Housing Partnership, the Anti-Social Behaviour Task Force and other agencies and groups in order to combat ASB and where necessary, enforce sanctions.

RHT operates a floating support scheme to assist vulnerable tenants to maintain their tenancy.

Monitoring

We will investigate and record all reports of ASB brought to our attention. We will review our actions to see how effective they are and listen to residents and other agencies. We use a computer database to record incidents and report quarterly to our Board. This includes type of ASB, area, complainant and alleged perpetrators.
